ELISA JOÃO SAMUEL BOEREKAMP

Elisa João Samuel Boerekamp is the Director-General of the Center for Legal and Judicial Training (CFJJ) in Mozambique, where she oversees the development and implementation of judicial education programs, legal research, and institutional capacity-building initiatives. She has over two decades of experience in the judiciary, previously serving as Judge President of the Judicial Courts of Machava and Bilene-Macia Districts and as a Member of the Permanent Commission of the Superior Council of the Judiciary (CSMJ).


She has played a key role in judicial reform and legal education, leading the revision of procedural codes, designing training curricula, and strengthening judicial integrity and accountability. Elisa is also an expert in human rights, gender justice, juvenile justice, and the fight against corruption, having contributed to various national and international initiatives in these areas.


A dedicated legal scholar, she has authored and co-authored several legal publications, including contributions to the Commentary on the African Charter on Human and Peoples' Rights and the Maputo Protocol. She is also actively engaged in international judicial networks, serving on advisory boards and working groups that promote excellence in judicial training.


Fluent in Portuguese, English, and Dutch, Elisa is a recognized speaker at global conferences on judicial education, rule of law, and access to justice. She now joins the Board of Executives of the International Organization on Judicial Training (IOJT), bringing her expertise in judicial capacity-building and legal education to the global stage.
